Research and Evaluation for Arts Council Malta Strategy 2020

NoċeMuskata is proud to have been entrusted with the research and evaluation work for Arts Council Malta’s Strategy2020, aimed at inspiring the decisions and developments of future strategies. An evidence-based and participatory process was embarked on to thoroughly assess the ongoing strategy, and seek submissions from the public on the Council’s future strategy.

 

A four-year strategy document, Create 2020 set five goals to be addressed by seventy actions, and implemented through nine strategic tools by three identified groups.

 

This Strategy was particularly seminal for the arts and culture scene in Malta, given that it was the first for the Council, following its restructure in 2015.

 

NoċeMuskata was entrusted with the Strategy’s post mortem, scientifically evaluating the successes and challenges incurred throughout its duration, thus building a solid base for future strategies.

Consultation and Development: Arts Council Malta Strategy 2021-2025

Following a successful evaluation of Arts Council Malta’s 2020 Strategy, NoċeMuskata once again collaborated with the Council, this time in the public consultation and consultancy services for the development of the Council’s Strategy for 2021 – 2025, which was published and launched in July of 2022.

 

 

Building on the evidence-based work carried out in the evaluation of the previous Council Strategy, our team embarked on a participatory process to seek submissions on the future strategy.

 

Despite numerous challenges (including a global pandemic), our team managed to build new bridges between the Council and Malta’s creatives, as well as strengthen previously existing ones. The extensive stakeholder consultation led to fruitful and necessary discussions, and equally important recommendations, which went on to form part of the Council’s final Strategy 2021 – 2025.

 

Over and above the methodology and research related to the Strategy, NoċeMuskata was also asked to brand the process. Attention to detail was the name of the game in this task, with our team reviewing everything, from logo animations to bespoke GIF creation and the creation of a dedicated web-page illustrating the process leading to the publication of the Strategy.

As the national agency for development and investment in the cultural and creative sectors, Arts Council Malta’s strategies play a vital role in promoting the sectors effectively, as well as the artists and professionals working within them. NoċeMuskata thus interlinked both strategies through research and consultation; provided communications services as required; and finally, played a key role in launching Arts Council Malta’s strategies.

The NoċeMuskata Workshop

An interactive workshop aimed at understanding how Noċe’s client could engage audiences better, and attract new cohorts to their brand, was conducted. This was complemented by proposals on how the client can interact with their audience, as well as advice on the use of various media influences to bring in different demographics.

 

The Workshop also sought the creation of poster children for the historical sites’ target demographic, and the museum target demographic (one representing the active visitors, one representing the potential future visitors).

 

The Workshop focused on reports on historical sites, museums, and culture, which were disseminated beforehand. From these reports, and extensive brainstorming sessions throughout the day, a number of findings were identified, enabling the final drafting of recommendations.

Youth Oriented Workshop

With NoċeMuskata’s client eager to interact with a younger demographic, a research exercise was conducted by our experts, aimed at providing a snapshot of the various ways in which youths between the ages of 16 years and 20 years old use their leisure time beyond their extra-curricular activities. This exercise explored the concept of leisure time for young persons hailing from all walks of life, and fascinating results on the wish for youths to steer clear of structured, rigid activities emerged.

 

The most desired elements south by the group, such as an engaging yet safe space, were identified. This was possible thanks to the research expertise of our collaborators, which was put to practical use in this exercise. The entire study, and its various phases, was fully planned and discussed with the client, implemented, and finally, reported upon.

 

Through our extensive experience in workshop delivery, sociology, and anthropology, the workshop and subsequent activities were relevant to both our client as well as our participants.

 

The final outcome of this workshop enabled us to successfully advise the client and recommend activities which are best suited to attract a younger demographic to their brand through the arts.
